Small bugfix:
- Pirate boats (daggers that spawn on the ocean) now contains a dagger unit
- Daggers won't spawn on water if you don't have water movement unlocked

Minor bug fixes:
- Daggers can spawn on water (as pirates) again when a cloak infiltrates a city
- Mermaid cloaks now makes same damage as regular cloaks when infiltrating a city
- Fallback on Ciru bug explorer when playing against an older version of the game, where the Ciru unit does not exist
