After update the app app prompts update the app and stuck there. Not going forward. Please check and resolve the issue

App is currently down for planned maintenance. We expect to be back in couple of hours. Thanks for your patience. Dear [App Development Team], I’ve been encountering an error message in the app for the past two months. Apps under maintenance for months. Why is Apple not concerned about this. Can a App be unavailable for months but still be allowed to be downloaded from app market.
