Was excited to get this app bc of what it proposed to help with. Bought it... uploaded fine and Come to find out I can’t even open the app at all. I want a refund

I pay for the app Download it Server is always not available !!! I thought it shd be working offline !! But File is empty !!! Nothing at all in the app !! Is that a fraud !!! Can somebody tell me what’s going on Then they ask for rating Lol I give u -5 *

This app does not work. Opening the app gives server error. App has not been updated in 3 years and is most likely abondoned. Apple please look into this.
